When using Lotus Notes out of office the agent runs successfully and senders receive the ooo message.

However when the user returns and receives the "Welcome Back" message, this should include a list of people who had emailed the person.

This is very intermittent. What is the reason for this please?

We did a test - set up an OOO, sent him a test email. We received the OOO. Then changed the ooo to state he was back, received the Welcome Back message but only 2 others were listed - the sender of the test email was not included in the list.
 
Isn't the out of office an agent that runs at the server level? Did you make sure this agent ran properly before you turned off the OOO? Are there any hints to the problem listed in the event logs?

This can happen if you have changed your OOO agent to run more frequently than the strange default of once per day and your user is only absent for a single day.
Somewhere in the code of the OOO agent is the logic that says "if the date this agent is running is equal to the first date of absence, then clear down the list of notified people". This works fine if you only run the agent once a day but if, like us, you find this do be ineffective and change it, the list will be cleared down every time the agent runs during the first day of absence.

Tonty, thanks for your response. This is exactly what's happening. I've suggested to the users that they switch their schedule to once per day, but their business is time-critical and senders need to be advised within the hour if the recipient isn't available to answer their email, so that's not a good solution for them.

Is there any way around this?

There isn't an easy way round this without recoding the agent, not a good idea. There has to be a trade-off, we have changed the default frequency to be every hour on the understanding that the notified list will be empty if absent for one day only.
I seem to recall from the Notes 8 open day I attended some weeks ago, the speaker saying that the default frequency had changed from once per day so presumably they've also addressed the logic that builds/clears the notified list.
