Weird problem with users trying to change passwords

Hello-

It has just come to my attention that users are not able to change their passwords by using the ctrl+alt+delete change password button... they are given a message box which reads:

"Your password must be at least 8 characters, cannot repeat any of your previous 3 passwords and must be at least 30 days old. Please type a different password. Type a password which meets these requirements in both text boxes."

We don't have any group policy that is enforcing password complexity and the accounts are not restricted from making password changes through ADUC.

Any ideas?

Is it possible that someone has edited the default domain policy? They could be picking up the restrictions from there.
 
unfortunately no, i have verified all of our group policy objects...
 
Is it possible there is a local policy on the workstations?
 
don't think so... this is a domain account. and also worth mentioning, the password that is being entered does meet the specified requirements...
 
also worth mentioning, users can change passwords if the option to force a change on next login is selected in ADUC...
