Weird Modem Issue

So I have a couple of modems here on our system, but recently they stopped working. The only thing I have done recently (months ago) was run the latest DEP list. The symptoms are:

Dialing internally by extension, everything works fine no problems.

Dialing externally via DID or by dialing into CallPilot and then dialing the extension from there you get: ring once or twice and then the modem will pickup the line and then silence. The modem also holds on to the line for a short time as the extension will ring busy for 30-60 seconds after that and it will show busy in LD 32.

What have I done? Switched cards, swapped do different TNs on different shelves, and rebuilt the TN. This is not limited to one modem either as I have completely different modems that are experiencing the exact same issues. I have also checked for distinctive ring and it is not enabled on any of our routes.

Any direction, ideas, or help would be greatly appreciated.
 
system type? software?

could be a CODEC or DSP issue... who knows.... need more info

System is a CS1000 rls 5.5. Any suggestions on where to start looking from here though? I have some spare MGC/DSP cards that I could swap out for the cabinet that contains the T1s.
 
Have you got Tone detection turned to OFF on your VGMC . They're is a not from NORTEL about this and DSP's buffering the DTMF .
