Here is the same output from the mirror router:
router2#sho queue atm2/0.1

Queueing strategy: weighted fair
Total output drops per VC: 0
Output queue: 0/512/64/0 (size/max total/threshold/drops)

Reserved Conversations 3/3 (allocated/max allocated)
Available Bandwidth 1506 kilobits/sec

Is the bandiwidth command not issued for that interface? It shouldn't need to be, but try it.

Yes it is:
interface ATM2/0.1 point-to-point
mtu 1500
bandwidth 6144
ip address 10.1.132.66 255.255.255.224
ip nat outside
ip ospf cost 48
ip ospf hello-interval 1
ip ospf retransmit-interval 3
pvc 1/69
vbr-nrt 9264 6144 100
max-reserved-bandwidth 95
oam-pvc 0
encapsulation aal5snap
service-policy output "name"

The bandwidth command is used to control routing aspects of OSPF (not the actual Bandwidth of the interface).

Reamin positive. The affect on those around you will amaze.
