I want to set up a way for to broadcast cam video over the internet from different locations, and have a central location that I could watch from. All locations have broadband access.

The security end I can help with. This is the Digital Video Recorder at my office. If you are using IE 5.5 or 6.0 then choose MPEG4, choose the type of conection, how many camers to veiw, when the next screen comes up click on play to start the video and the camera button to change which camera to veiw. If you're using Netscape or IE 5 choose JPEG.
