Web or Manager 9.0 rights

I have a receptionist that wants to be able to program the SYSTEM DIRETORY to add cell numbers and vendors and buttons on sets for her users for a large company.

Is there a way to provide User Rights using either Web or regular Manager so that she can add, change and delete these two items but not allowed to access any other Manager function's?

If they have an Avaya feature phone, you can just give them system phone rights (User | User | System Phone Rights) and they will be able to add/edit/delete system directory entries through their phone's menus.

Stuck in a never ending cycle of file copying.
 
I tried to use thr TUI for the user. I assigned a password and tried to login but it says I have an invalid user ID and password. If I use my Admin and password I can get in but not for the individual user. I have sed this a long time ago and it worked do I need to set up permission in the user profile?

For example the user is Roger and Password is 898988. But I get an invalid user and assword.
