How do I turn on the web GUI through the command line programming so I can administer my switches through the web browser?

I really wouldn't recommend doing it that way but if you insist add line:
ip http server

Sorry, a bit confused. Which bit would you not do?

Manage it through the Web Interface or turn it on at the command line?

And why not?

Cisco IOS has know security issues when running HTTP server, for GUI access.
