Wave-Off for Outbound Calls on PRI

I just turned up a PRI with Verizon and cut over my DID trunks and CO trunks to point to this T-1. Incoming calls are working fine. However, when I try to outbound dial I get a wave-off from the switch.

Does anyone have a Verizon PRI that I can get some protocol settings from? Verizon doesn't seem to know what they are supposed to be.

I only see one difference from my setup, under TRUNK FEATURES mine is set up for Numbering Format: public.
 
Actually, I had it set to public before. The change to unknown was to try and troubleshoot the problem.
 
Does the command "list trace station" work on R6? I've used that to troubleshoot outbound issues before.
 
No option for carrier medium that I know of and r6 does not have the option for list trace station. (The board is TN767C)
 
It may be worth noting that I'm using an Adtran external CSU. Any thoughts? Inbound calls are fine.
 
I figured out the problem. In the route pattern, the numbering format must be set. When I had it set to natl-pub, it waved off. I set it to locl-pub and it worked. I also set it to unknown and it worked.
