Watch TV through LCD Monitor

I am going to buy a small LCD monior and I want to be able to watch TV through it. Will I need to buy TV tuner for it? How will I change channels? Do i need to add any cards to my PC? etc. etc. etc. Im a novice with this stuff, as much info as possible would be cool.

yeah u can get additional hardware for it, a tv tuner for a comp. comes with a remote and all. it was very popular at some time, but seems that the initial excitement is over. i havent seen any tv tuner cards lately. although windows ME has built in support for those. id search on google, or check out pricewatch.com, maybe they have that stuff there.
 
yup there are now lcd monitors with built tv cards, was offered some from a local supplier but from off top off my head they were VERY expensive.

about £550 - £700 :s
