Waiting for Line when dialing 911

I'm running Avaya IP Office 500v2

I've configured my IP office to use SIP trunks (dialing out of another IP Office at another location) when calls are made, except when 911 is dialed.

When 911 is dialed it dials 911 on Line Group ID 0. This works perfectly fine currently, as I've got 6 analogue lines, all with "Outgoing Group ID" set to 0 (which I assume is what Line Group ID 0 refers to?).

I want to cancel 4 of these lines, so as a test I set 4 of them to Out of Service, however when trying to dial 911 I get "Waiting for Line". Am I doing this improperly, even though they are Out Of Service, is it still trying to use them because the Outgoing Group ID is still set to 0, so it's considered part of Line Group ID 0?

Change the outgoing line group to something unique for those lines, it stupidly still tries to use analogue lines even when set out of service :)
