Wait and Delay steps not activating

I have boiled this down to a simple start step that has a date attribute required, and an integer field required. This leads to a wait and a delay steps (so that I can test both) and then after the wait delay steps, it should send an email..
simple..

yet both the wait and delay steps sit there days past the date or minute durations set..

am I missing something?
 
I am not sure the palette step is something that is part of livelink standard workflow.Are you using things like(XMLworkflow extensions or some thing you guys have wrote)
It is quite possible that the delay step is an agent(workflow agent or otherwise) so I would check if in your livelink instance whether you are having problems with agenta or notificaions(are people complaining that livelink is not sending them thir tasks etc)
