I've been having problems with my OS on my server that is running on Windows 2000. Small things like not defraging (won't start/nor analyze)not starting find files and other small commands. I started looking for clues in the Event Viewer. One consistent warning has been for the W32 time. The error refers to not being able to sync because of prolonged network problems.

This is the only server. I looked the error up on Windows Support but the fix seems to be for other Windows 2000 computers syncing to the server - all my work stations are on XP.

How do I resolve this error?

It is not uncommon to have W32time errors if this is your only server on the network since you probably haven't configured a time source for it (ie pointing to an internet time server for instance).
In the case of your problem with defrag, there could be a couple of issues causing this;
- You have a problem with the disk itself
- You already have a defrag session running that hasn't completed.

Take a look again in the event log and check for errors like disk, mpio, service control manager etc. Hope this helps.

W32Time should not effect disk defragmenting or running of commands. Could throw them off if they are scheduled and your system time is way out of whack, but not likely.

W32Time fix:
Set it up to sync with something, it's probably not setup at the moment I'm guessing. Also port 123 udp through the firewall needs to be open to allow syncing.

net time /setsntp:tick.usno.navy.mil
or
net time /setsntp:time.windows.com

As for your other problems, how are you running defrag and the other commands, scheduled task, manually, something else? Any more info you can give would help.

I am unable to run windows defrag - either by the desktop shortcut or the systems tool icon. I can't get it to run at all.

I downloaded another program to defrag to see if it would work but I haven't had the chance to try it. I just don't understand what caused windows defrag to just stop working.

First try checking that the DCOM Server Process Launcher is started, since you were having problems launching other commands also this could cause that.
Right click My Computer> Manage> Services> DCOM Serv...

That don't work try running this from a command prompt.
cd c:\(windows or winnt)\system32\
regsvr32 dfrgsnap.dll
regsvr32 dfrgui.dll

Last try navigating to c:\(windows or winnt)\inf, right click dfrg.inf and select install.
