W2K3SP2 R2 - Windows Installer - Error 1719

I am trying to install VirusScan Enterprise 8.0.0 and receive Error 1719. Having similar issue when try to install RADIA client. Tried resolution in KB -

with no success. Hopefully some one can give some pointers. Following are details of this error message captured from event viewer - application: -
