W2K3 Domain Not available

I'm having some problems with my 2003 domain. I have 1 server (2K3) and it is running AD, DNS, Wins, VPN, and IIS6. If I enter the UNC name of the server //SERVER, it connects just fine, however if I try and go into Network Neighborhood I get the error : Domain is not accessable. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions. The list of servers for this workgoup is not currently available.

Also I'm trying to add a second server, however when setting up a DFS root, I can't connect (or see in the list) the domain my 2K3 server is on. If I try and manually enter it when configuring DFS, it says the domain is unaccessable.

Any ideas?

Do you have a domain policy prohibiting browsing the network? Is the browser service running?
 
Where abouts would I look for that?

Okay, after some more searching, I have the Computer Browser service enabled and running, however, I don't know where to find the security policy. Thanks again!
