W2K IE "operation cancelled due to restrictions 1

I ran winsock repair and some adware and spybot cleaners this weekend. Now when I go to the pull down menu under "Tool" Internet options I get this error message: Operation cancelled due to restrictions in effect on this computer. COntact your System Administrator. I am the administrator. Or rather I have admin access and am the only user. Isn't this the place to set the restrictions?

Where should I begin to remedy this issue?

I have to say that it is a bit of a sly remnant to leave behind after running and uninstalling this program. But I am delighted the fix was that easy and appreciate your help!!!!
