VTC TROUBLES IN 7.0 1

I have a CS1000M that I have set up for ISDN BRI service to work with some VTC equipment. I cannot get it to see a layer 2 connection. The verzion of software on the system is 7.0. I am starting to wonder if I have a card release and software incompatability isse. If any one can give me some direction on this it would be great. I have included the captures of the build below;

I wish that I could help you, but I am even more stuck than you are. When I Stat my UILC, all my L1's show as DOWN. Hopefully someone will respond to your post which should help me out as well.
 
Below is one DSL/TSP I use for VTCs.
I have not had any programming problems from any VTC vendor(s).

This bigest problem is that the USER'S SPIDs are not programmed
on the correct VTC port. This can be checked by having the User
unplug each RJ-45 from the VTC equip. one at a time, then STAT the
DSL Card. This will show that L1 being down. If the correct SPIDs
for that DSL are not received L2 will never comeup.
I use two user in TSP. This will insure that each SPID/NUMBER will
use a full 64K B-channel and not sharing a B-channel

If L1 will not come up, the problem is the DSL Card is not seeing
the NT-1. (User equipment OFF or bad cabling)

Thanks 'rcsweet' for the response, it helped me to understand this a bit better. I do have a couple more questions for you.

1. I intend to use six channels in order to acheive 384K throughput, so do I increment my USIDs from 1 to 6, and for my second VTC do I continue with 7 to 12?
2. Also I noticed that you used PRID 3, is this what I should be using for a Polycom (ISDN) VTC?

1. Each DSL/LEN use USID 1 & 2 because one LEN has
no bearing on the other.

2. This is the profile/protcol (determined by the SPID recved)
that communications between the LEN and the VTC equipment
Both ends must match. All Polycom that we use support DMS.
If is older VTC equip. this may have to be changed.
 
I've tested each DSL by unplugging the corresponding the corresponding line and L1 goes down when I STAT the DSL. When I reconnect it L1 goes up when I STAT the DSL. I am going to do a force load on the MISP and see if that changes anything.
 
You may want to Google the following NTP 553-3001-518
(don't Avaya's #) tile ISDN BRI Maintenance. It has
step-by-step trouble shooting info. and Loop-Back info.

Remember that the VTC equip must send the correct SPIDs
to the correct TN.
 
Thanks for all the help. I did a FDL of the MISP card and everything is working fine now.
