VSFTP Connection Refused Error

Hi All -
I have a Red Hat Enterprise server built. I'm going to use it as a ftp server in our DMZ. While building the system internally, vsftp worked great, once I had everything set up, I then changed my ip's and put it in our DMZ. As soon as I did that, the following is happening.

1) unable to ftp localhost -> gives connection refused error
2) vsftpd will not stop via service vsftpd stop, it gives a failed message
3) vsftpd will start via service vsftpd start, but ps -ef|grep vsftpd brings up nothing.. So the process is not actually starting from what I can tell
4) vsftpd is not writing to /var/log/vsftpd
5) /var/log/message just shows vsftpd started successfully & vsftpd stop failed....

HELP!! Thank you all for your time.
 

The only references I'm seeing in secure are the following:

sshd:received signal 15: TERMINATING
sshd:server listening on 0.0.0.0 port 22
 
what is the content of /etc/vsftpd/vsftpd.conf as well as
/etc/vsftpd.ftpusers and /etc/vsftpd.user_list?

See what happens if you set anonymous_enable=YES, also check the var/log/messages after you attempt to connect. Do you actually have a /etc/vsftpd.chroot_list file? Make sure you restart vsftpd if you change the vsftpd.conf file.
 
ARGH!! OK - been out sick with the crud for a few days, just getting back to this now... I can no longer log into the server via a local user... I get the 530 error, login incorrect. This user worked fine for me previously. I've read around that it may have something to do with a file called vsftpd.pam that needs to be copied over to pam.d and renamed to ftp. Could that be the issue? If so, I installed vsftpd at the same time as red hat and there is no vsftpd.pam file anywhere on the server. Is it within the vsftpd rpm on the cd's? Or am I barking up the wrong tree again...
 
login via ftp via a local user. sorry I didn't specify
 
Ok - got the stupid local users working again... Back to the connect :unknown error number
