VPN with dynamic IP

We have a PIX 506. I would like to establish a VPN between the PIX and a W2K Server machine that is behind a netgear RP614 router. The DSL line going into the RP614 has a dynamic IP and we want this VPN to be constant. Is this possible with a dynamic IP?

Also, after installing the VPN client on the W2K server and trying to launch the client, I got the following error: Underlying subsystem is not available. You will not be able to create an IPSec connection. Haven't had this problem with the other machines I've installed. Any ideas?
