by the client. Reason: The remote peer is no longer responding. One of my salesmen is getting this error when he tries to connect via Cisco VPN v4 client running on an IBM laptop with XP pro. Any help would be appreciated.

That message indicates the VPN headend deivce (PIX, router, VPN3000) is not replying to the client, either because the policies don't match or because the packets are just not reaching the headend device. Is this IBM laptop able to ping the headend device?
That errror received doesn't say much, you need to enable the log at the highest level (level 3) on the client in order to see more details. Click on Log | Log Settings and set all options to High. Then click on Log again and click on enable, if disable is displayed it means it is already enabled. If the logs are still insufficient to determine the issue then you will need to look at the logs at the headend device.

Thanks for the info, I'll check it out.
