VPN Error 721

I have a head office running routing and remote access on a Windows 2000 server SP4. Their other site trying to VPN into the head office will only connect a maximum of 10 users, anyone else trying to connect it comes up with an error saying "error 721" when trying to authorise the user.

The machines at the other office are a mixtures of 2000pro and XP and they have an adsl line with a barricade router.

it doesn't matter which machines are connected, only a maximum of 10 can connect at any time, although if i go to another site the vpn server will allow me to connect.

Any help will be appreciated

We ran into a similar problem not so long ago and the error message was more of a misdirection than a help....
