VPN Connection Security

Okay the low down. we have two locations. corp headquarter and us. they have requested to the firewall group managed by MCI Worldcom to create a VPN connection from our firewall to theirs. Now my question is do they have to call me to set something up on my end so they can connect (usernames passwords ect?) or can they connect now?

This is a probalem since upper management does not want them in our network.
