VPN and Private IP's

I have two linksys BEFVP41 routers. On one end I have a Public IP address. On the other end my network is behind a router which is behind my ISP's router. My ISP can't give me a public IP address. Can I still establish a VPN with only one public IP address?
 
Actually I don't have a public IP. I am in a rual area connecting via a 900mhz wireless connection to an ISP in town who is connected to another ISP in town. The IP assigned by my isp to me is a 192.168.200.XX number. My gateway is my ISP's router which is also a 192.168.200 number. His gateway is the one IP given to him by his upline. Whatismy ip shows the public IP of my ISP which is not my IP. There are 60 subscribers sitting behind that one public IP.
 
you can, but the side behing the ISP router will need to be initiator, the other side needs to be responder.

I'm in the same situation as webshane, only need to setup vpn router for mobile users to access.
Is there a way to make this work if you have no public IP on the vpn router side?
 
Provided the ISP allows the proper IPSEC ports (UDP 500, etc) through their NAT device, you shouldn't have any problems. If they don't allow that through, or if someone else is already using it, see if you can change your routers to listen on a port other than 500.

I'm not sure about how the Linksys VPN routers work - 99% of my experience is with the Contivity platform.

Not sure if you will have any NAT traversal issues with the ISP - that will all depend on the type of router/firewall/NAT device they utilize.
 
OK but how do I address my vpn router from the internet - it has no public IP address, so guess I need some sort of public relay service? Any suggestions?
