Volume spiking up problems with Opt 11 and T-1 trunks

Has anyone had a problem with volume spiking up after 2-3 min of conversation, this is a Nortel Opt 11 with a t-1 trunk feed also 4 remote sites linked by t-1's. All sites and main Opt 11 have this problem, oldtelman
 
Do all the option 11's come back and dial out of one main PBX?
 
yes, there is a single T-1 feeding in and outgoing service to all 5 sites.
 
Is this on incoming and outgoing calls? Sounds like a issue for your provider.
 
That has already been tried and I'm not fully confident that they can effectively test end to end without coming on site but they are. I am looking at ordering a tmdi or t-1 card and clock controller but I don't feel that confident.
