Voip phone registration issue

I have an ip office using voip phones, and for many different reasons, some of the users will unplug their phones at the end of their shift. The extensions then go into registration mode, and when the registration count reaches 20, I have to reboot the system to get everything back to normal again. I have tried to stress that they shouldnt unplug the phones, but this is still an issue, and I was wondering if there is a way around this so that I don't have to deal with this problem.

16XX series at a guess with local power, at a guess

Can you make this fault happen?
What netwrok infrastructure do you have (is it Cisco based)?

Are these phones on a LAN or remote from system?

I had an issue very similar, but I couldn't recreate it in our lab.

Yes, they are 16xx. They are both vpn and local phones, and to be honest it is a remote support customer, so I dont know what infrastructure that they are using.
