VoIP fallback to PSTN line

Hi
I have to bcm 4.0 with voip trunk between both. I have programed fallback to PSTN line if the WAN get down. When we make call from a internal extension, all works great. But if we call in from external number (answer by auto-attendant in the call pilot) we are unable to get the fallback line.
Anyone have an idea?
