While it is in theory possible, a much more robust (aka reliable) solution would be a digital voice announcer and a real clock of some sort - same way that folks have done shift changes, break and lunch tones for years.
To do this with VMPro, you'd likely need a call to trigger the event and make the page using a post-dial function.
