Looking at SV8100 program 47-02. If we need a phone to continue ringing and never go to voicemail, is this accomplished by not assigning an Inmail extension?

No, go to 24-09, fixed forwarding and set to no call forward.

If they have a voicemail and no call forwarding is enabled, it will keep ringing?
Also, it looks like by default all our extensions go to 199 for call forwarding, is that the voicemail?

Probably, try calling it to see if the VM answers.
