PC VM Lite or Embedded VM? Important difference...
Normally a single user cannot access another users VM unless there is a Voicemail code set OR (for IP Office mode only) the user to access all mailboxes need to have for each remote mailbox to access a Sourcenumber programmed, the Sourcenumber is V<extension number> were extension number is the number of the remote VM box.
In either way you need to define a shortcode like this : SC=*99XXX TN=?N Action=VoiceMailCollect Line ID = 0
The the user can access the mailbox of another user by entering *99xxx were xxx is the extension number of the remote mailbox.

Yes but they have to know the access code, unless it is the same for each user, not really a safe way to work.
