Vocera through PBX

We put a Vocera telephony server on a lineside T1.

Vocera cannot dial out to a local number. I did a Lis Trac for the TAC and I get this:

They use the same COR so what is the top example telling me when it shows-> Calling Number & Name NO-CPNumber NO-CPName
 
I have not seen line side setup like this. In another life, I used to setup systems that would connect to PBXs for outbound dialing, and we always set them up as stations, using the station type DS1FD.

It looks like you have 2 TGs one trying to place a call out on another...

it stops at the Denial event 1206.

Is this a problem with my PBX or with the server trying to dial out?
