I have a Dell Dimension 8100 with a 1695 processor and 1024 mg of RAM. I had to have the original 80 GB hard drive, (which had Windows ME on it),, replaced this week with a 80 GB refurbished hard drive because the original one was dysfunctional (It came up with a SMART Drive error). After the new refurbished hard drive was installed, I formatted the disk using FDISK, then I installed Windows ME from the reinstallation disk that Dell sent with my computer. I got this error below during installation of Windows ME on my computer, and before any drivers are even installed.

When you boot up the computer, right after you see the Windows ME screen, it will come
up a blue screen with the message below:

"An exception OE has occured at 0028:C0 06115d in VxD VNETBIOS(01)+ 00000B8D. This was called from 0028! CO23F58B in VxD VMM(OC) + 0000058B. It may be possible to continue normally."

When I press enter it usally bypasses the screen and loads Windows, but sometimes Windows won't load. And when it does load, there are a lot of things that won't work. Folders won't open, programs won't run because it says I don't have permission to access them.

I followed Dell's instruction step-by-step to format the hard drive and to reinstall Windows ME, I've done this 3 times already but the outcome is always the same. :-(

Can anyone help. I've been desparately searching and trying to find anyone who would know a way to fix this error.
I think there is a way to fix this problem, but I don't know how to go about it to get it done.

If anyone could help, I would greatly appreciate it!

Thanks. :->

Have you ever had to use the restore disk before?
If you haven't, it sounds like the disk is faulty & isn't installing everything properly. Are you able to get into Windows using safe mode?

Yeah, I agree with kestrel1, either you have a bad restore disk, or there is some other hardware problem.

I hate to say it, but I've never been comfortable with refurbished parts, if Dell sent you this part, I'd give them a call on it.
However, you usually get a Dell Diagnostics CD, this will test the hardware on your system. Let it run a full test, this may take several hours. You can also download them from Dell's website.

That being said, this is a network related error, you could also try removing the network card (or just disabling it in the BIOS if it is an onboard adapter), and run the setup again.

If the Diagnostics come up okay, order a new CD.

Hi;
For the error that you have been getting that is
"An exception OE has occured at 0028:C0 06115d in VxD VNETBIOS(01)+ 00000B8D. This was called from 0028! CO23F58B in VxD VMM(OC) + 0000058B. It may be possible to continue normally."
Boot your computer to the safe mode and get to the device manager and disable the "Crystal sound fusion" under the Sound video and game controller's and then restart the computer. Once you are on the desktop in the Normal Mode start with the installation of all your driver's start off with the Chipset, followed by Video, Sound(I guess in your case the Santa Cruz) and the rest of the driver's..
Should resolve the issue that you are facing :)
