Is there a way to enable/disable the VMWare tools "Time Sync between virtual machine and host OS" via a vbs script?

yes.

You can invoke a command-line option

C:\Program Files\VMware\VMware Tools\VMwareService.exe --cmd "vmx.set_option synctime 1 0" --OFF

C:\Program Files\VMware\VMware Tools\VMwareService.exe --cmd "vmx.set_option synctime 0 1" --ON
