VM Pro configuration

I am not able to get VM to work on a new IP Office 406 system. I have reinstalled everything a couple times and read every guide and manual i can find, done sample modules, and nothing works.
 
If it's embedded vm there should be a comact flash card installed on the processor, there is no need for a VM server, or VMPro software at that point. Also you would not have any licenses for VM ports if it was embedded VM.
 
I have VM Pro on the same comp that has the manager, the dongle is in the DTE port on the back of the IP Office 406, the license says valid, all VM is turned on in manager, the IP address is the one of the comp, what am i missing here?
 
Have you checked in the services on the VM server to make sure the VM Pro and VM Pro Data base services have started? are the IP Office and VM Pro in the same subnet? Can you ping the IPO from the VM Pro server? Check the system tab under voicemail and make sure you have the correct IP Address and that it says lite/Pro
