One one of my switches, the vlan's are down. How do I configure them to make them stay up and what does it mean when they go up and down?

I'm back in.
I had to login from the other vlan (the public vlan) and change the no shutdown back to vlan1. It seems level 2 switches, can have only have one vlan administativaly up at a time.
