Visual Basic stand alone application 2

The question is about a VB program which does not use any additional controls (Common dialog, Rich text box etc.). What I would like to seek opinion from experts like you is that, is it possible for me to deploy the application without any setup program? To explain further, I want the exe to be sent to someone and it should work fine without the need of an installation. Is this possible?

I don't know whether this is a legal post, i hope so.

But, I have a piece of software that looks for and packages the necessary DLL's into one single EXE file. I've used it on many occasions when creating relatively DLL free programs (just the basic VB ones), with much success.
The program is now out of production but I have the better version 1.1 which is no longer available anywhere.
