vio server liscence 1

dears , i am new in deal wih power vm and AIX and i need to install vio server on js21, after i search i found it is component of power vm standard edition . is it true?
where can i download the vio cd version such as 1.2 , and is it need liscence.or free

after i get the vio boot cd then install vio can i create two vio server in the same physical blade server js21, i meann can i create two lpars {lpar1 and lpar2)and on lpar1 install vio server1 and in lpar2 install vio server2 in addition i dont have HMC hardware.

PowerVM needs both a hardware feature to be ordered and a software license. Each edition of PowerVM (Express, Standard and Enterprise) includes VIOS. If you have current SWMA cover then you can download the software from the IBM entitled Systems software website. JS21 doesn't support dual VIOS but some later blades do.

what you mean with hardware features to be order?
can i mange the vio server with software if i didnot have HMC? and how?
is the power vm edition is requested to apecific hardware for example blade server Js21,and i want to use this power vm standard edition to power server 6 iwill face the problem of license.
