Viewing Layers in Layered Report

Being new to Oracle Reports I may have used the incorrect term to describe the report contents but here is what it is. There are four report 'pages' (actually images of actual medical forms) that are in a single report. In the report editor I can only see the topmost 'layer' and I can't seem to bring other to the front to work on them. What do I do to work with these?
 
Click on the topmost item and then click on Layout, then Send to Back. You will be able to relayer the items using that menu.

One would think but in this case it doesn't work. It seems these are each a separate frame. I can select each individually but I can never bring them to the top.
 
Can you click on the desired item in the Object Navigator, switch to the canvas and then Send to Back?

Thanks for the help. I've tried your suggestions and none work. If and when I'm able to do the last suggestion it seems to start moving things around in the Object Navigator view. The changes I need to make is this report are very trivial but so far I haven't been able to change much of anything without messing the whole thing up. The guru contractor who created this beast is long gone and I'm stuck with it. Oh, well...
 
Yes, moving forward & backwards does move the object in the navigator. If nothing else, perhaps you can spread them out one-by-one vertically, do what ever work needs done, then at the end, layer them back. Good Luck!
