Is there anyway to pass a parameter to a report instance that has already been populated with data in ce?

Nope...

You must either schedule your report with that info before it's run, or, if your report is "On Demand", it must prompt the user for "Parameters" when it's "Demanded".

You can apply a selection formula to a report instance and it will filter the results. For example, I could schedule a report to contain sales data for the whole world and view it as:

http://myserver/viewrpt.cwr?objectID=nnn...

If you want to filter this information, simply append a selection formula:

http://myserver/viewrpt.cwr?objectID=nnn&SF={Customer.Country}='Australia'...
