View Menu Missing in Word XP 2002 1

I'm using Word 2002 and for some reason there is no view drop down menu. In all the mentions of resetting a menu bar in the help file mention using the view menu which I can't because it is missing.

Any Ideas?

1. Right click on an empty spot on the toolbar.
2. Select Customize.
3. Click the Toolbars tab.
4. Select (highlight) the MenuBar, and make sure it is checked (ON).
5. Click the Reset button.
6. Click Close.
