video card not working

Ok here is my problem. I have a dell laptop. For some reason, there are lines on the screen that makes the screen blury and unable to view anything.

Is the video card damage?
 
Could be but has anyone set the display setting to high or the refresh rate of the monitor to high? can you boot inot safe mode and see if it still bad? does the screen look ok during post?
 
I check all that you mentioned and no, the screen resolution and refresh rate are not setting at too high. 800x600, however, I notice that the color is only 32bity instead of 256.
 
actually the 32 bit is 32,000 colors and 256 is just that 256 colors, so what happened in safemode? and how did the post screens look?
 
actually 32bit is 16.8 Million colors ...
16 bit is 32000
your refresh rate should be at 60Hz ...
 
actually, I cannot get into safe mode. I used the monitor of my pc to check for the screen resolution. And everything looks ok. Is that means my video card is damage?

I am only a technical user, please advice me of the next step.

1st off you need to tell us what model dell you have.. operating system.. installed memory etc. and "NORMALLY" on Dell laptops you can get into safe mode by pressing the F8 key until the boot menu opens up. without knowing which model its very hard to begin to assist in helping you with your problem.
