Very strange bandwith problem!!!!

We host the website of a very popular NFL Team; millions of hits. Usually we do not have any problems with bandwith. We actually only have one T1. In any case, starting a week ago internet users are having slow webpage download speeds(to all of the websites we host). On one of our servers we tested our t1 connection with one of those websites that tell you how fast your connection is and it said we have the upload speed of a 56K MODEM!!!!!!!Download speed was normal.
When we unplugged the dedicated "team" SQL DB Server and unplugged the dedicated "team" IIS server from our network, then tested our speed, download and uplooad became normal. We then transfered the website to another IIS machine and the DB to yet another server and we had the same problem ruling out a hardware malfunction.
We also dont beleive the amount of connections is the problem because it is not even the footbal season yet. Durring the season there is at least a 25% jump in visits.

call your DBA to check the SQL server performance also make sure that you have latest patches on SQL and IIS.
