Very specific CAL Question

For device CALs do you need one for each physical device that will ever connect, or is it one per each unique device that will connect to the server at any one time? Similarly, do you need a user CAL for each user name that will ever log in, or is it one CAL for each user that will be able to log in concurrently? We will be in per server mode.
 
I would go with "Per seat" mode and then you only need one CAL for each concurrent connection.
Per Server mode means you have to have one license for each computer that will ever connect to it I think.

Call 1-800-MICROSOFT and they can explain it much better than I.

I'm pretty sure that's the wrong way round. Per seat licenses are associated with a particular user or device. In Per Server mode, you purchase a pool of concurrent CALs which are assigned as devices connect.
