Very Rare problem while login to AIX (RS6000) machine

Hi Guys,
I have seen this error for the first time, Can anyone help me on this. The error is as below
"This terminal cannot be used at this time"
The terminal has all of sudden stopped accepting logins. Even root is not able to login. This error message is diplayed when I tried to login using any login name.
Is there something to do with /etc/security/login.cfg file?

Since I dont have the OS Installation CD, I can't boot the OS in single user mode and troubleshoot in deep.
I would appreciate if someone would help me in finding the solution for this rare problem.
Any solution for this problem without using Installation CDs. Kindly help....

I'm assuming that as you can't login from the console you can't login from a telnet session either. It could be that you have simply run out of disk space. (\ is full)
You'll need to get some media to boot from I'm affraid. Do you have a mksysb tape?
 
are you longin ussing CDE, or any GUI????
tray to do command line login from console if / is full, you will login after several minutes.

otherwise boot ins service mode, press F5 on start (i not sure F5) Saludos:

"YOU ARE NOT ALLOWED TO LOGIN AT THIS TIME" this is what I am getting the error now when I try to login in to the console terminal.

I have check errpt -a to check for any problems with tty, also I have tried deleting & creating new tty terminal using smitty in single usr mode.

This is to tell you that there is no problem with the disk space either. Still if you want i will tell you the present disk space of my system. I found it going via single user mode using F5.
/ -- 63%
/usr -- 89%
/var -- 46%
/tmp -- 4%
/home -- 93%
/progs-- 90%
this is how my local filesystem looks like, so I dont think this is a disk space issue.

I doubt there is some thing to do with the security configuration of the system. These files are located under /etc/security folder.

The downtime for the server is gone very high. I would like anyone of you with some solution fot his problem, I have tried my level best but nothing clicked it yet.

Hope someone reply backs to me soon on this issue..

Note:: I found when i do F5 to enter the single user mode i see some line on the console which is given below.

"cgfmgr is unable to create log file and check for file permissions and availability of space.
 

Go to you login.cfg file and check that there isn't a problem with 'logintimes'.
