Vertical scroll problem

I have a textarea in a form that has enough data to require a scroll bar vertically. The problem is that when I click one click on the down scroll arrow, the scroll bar goes all the way to the bottom of the scrollbar. When I use my "wheel" on my mouse, it scrolls one line at a time like it should. Unfortunatly, the page is within a password protected site and can not give access.

Any Ideas???

Normally this has to do with improperly formatted content inside the textarea. Look for spurious escape characters or improper table commands.
