VCM Channel Migration work if the licenses are not present during upgrade?

I want to take a system running v5 on a 500v1 and move to a new 500v2 on 9.0. If I have the distributor move all the old licenses over to a new SD card, will the existing 28 VCM license work as 84 IP endpoint licenses on V9? Or do the licenses need to go through an upgrade to v6 on the old box to be converted?

No, just migrate the licenses to the new card. The firmware will see those licenses, and should provide "virtual" licenses for the 84 endpoint licenses.
