VCM channel allocation

Hello everyone.

Here is what I have:

IP Office 406 v.1 (2.1.31) + Voicemail Pro + PRI line. About 25 extensions with softphones + 2 Avaya 4620 hardphones. 10 of these softphone extensions are connected remotely through VPN tunnels made on WatchGuard Firebox Vclass.
The issue I'm having is that when I'll enable FastStart on some of the softphones and there is incoming call, the system will allocate exactly the same number of VCM channels and will start to ring them. It wouldn't be a problem if after someone will answer the incoming call and all other channels would be freed up. But it's not happening every time and some of the channels allocated originally will be locked unless user will close and open the Phone Manager. in Monitor it shows those channels with "Sends" counting and "Recvs" always equals zero. If I disable FastStart, it won't happen. I have to have FastStart enabled because otherwise users won't hear ring tones or prerecorded messages from the PRI line when they are dialing out...

Don't use faststart, try to enable or disable the 'local tones' but NO faststart.
 
Tried that. As long as FastStart is disabled, there won't be any tones. I even looked at the Phone Manager folder and there is no WAV files for busy or ring tones so I'm not sure how it can provide tones on it's own. Only 4620 provides tones without FastStart in my case...
