I don't think you'll be able to write your own script to do this without creating an application, scripting languages don't have the capability as far as I know. However you can use QRes which is a utility you can call from a command prompt.
You can fairly easily set the resolution in the registry using vbscript, however getting those settings to then activate requires a reboot since vbscript does not have access to the needed APIs.
QRES is an excellent suggestion for an alternative method.
