VB5: Permission denied error during compile

Running VB5 (SP3) on Windows XP (SP2) I am getting a 'Permission denied' error during the Compiling phase of making an .exe

It happens when it reaches a 'Begintrans' statement. I removed all 'Begintrans' and 'Committrans' statements. Now I get the same error but it is occurring on an 'OpenDatabase' statement. Because the statements are both assoicated with the MSJET35.DLL, I feel (just guessing now) the problem may be with the DLL itself.

I can't find anything about this problem at Microsoft knowledge base. Please HELP, I'm just not sure what to do at this point.

 
Are you logged on as the Administrator or as a member of the Administrators group?

If not, please do so and retry.
