Take a look at the ArcStyler. It's so called architectural IDE and complete UML/MDA development platform. There are various pluggable cartridges for it - also .Net is included.

There's also a free edition of ArcStyler available.

I don't know of any free ones. Enterprise Architect is quite good, and very cheap at about $150 (compared with Rational XDE at $3000 per user)
