Maybe a cowboy who hauls highly trained horses (called "cutters") to cattle herds. They separate, or "cut," certain cows out of the herd so they can be branded, or dehorned (cut the horns off), or whatever.

The '8's were clever way of packing double 'oh's in there. California limits to 7 characters and this effectively gave him 8 plus a space. I thought it was very clever.

In regard of breaking the limitation of 7 characters in California plates, what about chinese restaurants, are eight treasures plates forbidden in California, too?

Heh, regarding the LACTATE plate, I once saw a car with bumper sticker that said "HONEY HIPS". I sped up to see what kind of "babe" was driving it. I came along side just to see a big burly, hairy, biker lookin' dude driving! I was really hoping he was just borrowing the car!
