VALIDATING AMOUNT OF TEXT THAT MUST BE ENTERED IN A FIELD

I need to know who to restrict the amount of characters must be entered in a field. I have a field where you must enter the vin number of a vehicle. I want to make it so that you must enter exactly 17 characters.

An input mask sounds suitable in this case. (Never thought I'd find myself saying that!)

That would work fine if the text being entered into this field was only numbers or only letters, however, it involves both
